After the Montreal Olympics the IAAF protested the IOC’s control of certification. In particular, the track and field organization disliked the medical commission’s refusal to accept the European Cup fem cards. IAAF president Adriaan Paulen argued that the commission’s denial served “to negate completely the considerable work” of the federation.11 Lord Killanin agreed. He contended that such redundancy wasted money, which was a significant concern for the 1980 Olympic organizing committees.12 With prodding from Killanin, the medical commission asked the international federations for a list of competitions during which female participants received femininity certificates. Of those that responded, seven required femininity control only during Olympic competition: the International Canoe Federation, International Federation of Gymnastics, International Fencing Federation, International Hockey Federation (field hockey), International Rowing Federation, International Skating Union, and International Swimming Federation. In contrast, the FIBA, FIVB, IAAF, International Handball Federation, and International Luge Federation conducted their own testing outside the games.13 With this information, the medical commission reluctantly agreed in 1979 that all femininity certificates granted by an international federation during a world championship would be accepted in Lake Placid and Moscow.14
